Cullina Management provided comprehensive pre‑acquisition due diligence and entitlement leadership for a 4‑acre property located along the Snake River Canyon Rim. The site required detailed evaluation of development constraints, regulatory pathways, and infrastructure challenges to determine its commercial viability. Through strategic planning and agency coordination, Cullina Management secured approvals to develop approximately 90,000 square feet of commercial office space, restaurants, and a boutique hotel.
A major component of the effort involved negotiating the release of a long‑standing Idaho Transportation Department easement that encumbered nearly two‑thirds of the property. Cullina Management also coordinated the relocation of a City lift station—reducing its footprint by half and moving it to a location that no longer impeded development potential.
Additional entitlements included increased building height allowances and a Special Use Permit authorizing hotel development, both approved by City Planning and City Council. These actions significantly enhanced the property’s development capacity and delivered substantial value to investor.
Vista Canyon - Santa Clarita, CA
Cullina Management played a pivotal role in the successful entitlement and development strategy for a 184‑acre assemblage comprising four integrated parcels in the City of Santa Clarita, California. This large‑scale master plan secured comprehensive land use entitlements and approvals for residential neighborhoods, commercial office space, an 800‑foot vehicular bridge, an LA Metro train station, a water‑recycling facility, underground utilities, and extensive roadway improvements.
Our team led the subdivision and regulatory coordination required to advance the full master plan, ensuring compliance with city, county, and state agencies while mitigating entitlement and infrastructure risks for the master developer. Cullina Management was also instrumental in structuring and supporting EB‑5 financing efforts, helping attract international investment and strengthen the project’s long‑term capital strategy.
